How does the "Play Next" shelf work?

So, for over an year now the "Play Next" shelf shows exactly the same 3 games followed by something I just bought.

Should it update periodically based on "what players like me are playing" (as advertised) or it's supposed to show the same games until I manually hide them?

I think the play next shelf just suggests owned games you have not played.
