Threads like these more often than not actually advertise such games. You named a game and the result will be that people who see this thread will now look it up. And yes, it actually has happened before that people started wishlisting and buying games mentioned in "these games are garbage" threads.
Personally I'd question how you even find a game like that. I don't run into "garbage" games when I browse Steam, so you're obviously doing something different from me.
There was... a LOT of "garbage" coming from Greenlight. Or Games that got greenlit and then immediately abandoned. I still have Towns in my Library.
Don’t like what you see? Nothing really Steam can do about it. Maybe try a new genre or different bunch of developers.

That was literally the first thiord party game on the STeam store.
Steam hasn't deteriorated. Its just that there's more stuff that you like don't like these days. A natural , nigh inevitable situation. When you were fresh and new there were many games you liked and didn't already own. Over the yearts and sales you've sloiwly acquired those games and generally speaking the rate at which any genere gets produced is qyuite slow..
So this is in a nutshell very much a YOU problem. Those of us with larger interest strike zones have the opposite experience of there being waaay to much stuff that we want on the store.
I am not here to bash on a game, or subjectively call it bad. I just feel as if there needs to be a moderator that at least looks at the substance of the game.
While the argument of, infinite library space is valid, I think that at least some kind of quality check should be made.
And if I am not mistaken, games HAVE been removed from the Steam Store.
After a quick Google search and an article later, it seems like the answer is resoundingly yes. Many games have been removed. Regardless if for political reasons, license key limitations, license agreements or whatever else.
So content moderation is not out of the question for Valve.
The Steam Store has so much good going for it. Why tarnish it's reputation with "games" that are built to troll?
Yes, because game devs/publishers breached the agreements with Valve.
It's Valves definition of "troll games" that matters. And that definiton doesn't actually have to align with that of users.
You can always report a game through the store page. Just don't be surprised if Valve sees it differently.
Though less to do with quality and more to do with other reasons. STolen assets, unlicensed content, developer shenanigans, improper tagging and labelling, dev request, etc, etc...
