Try turning off your Antivirus just to see if works, remember turn it back on.

Sometimes the antivirus programs stops some steam/games actions.

I seem to be having the same issue right now, after steam client updated.

Just wait for it to load. Sometimes the update for your Steam takes 20 minutes because Steam feels like it, you changed your password or your ISP has issues with undergoing maintenance with Steam.

OP might be using their phones to ask for help.

The update went fine, it just goes to the spinning logo loading screen and keeps spinning. Password wasn't changed.

And yes, I am also using my phone to post here.

Uninstalling and reinstalling worked for me.

Is there a way to do this without needing to reinstall every game again?

I would try supermag's suggestion above before doing a complete reinstall. It is effectively the convenient method of a reinstall.

Try this, go to where Steam is installed > delete everything except for "Steamapp" folder, and "Steam.exe" file, once done, run "steam.exe" file, and see if issue resolved.

Ensure that 3rd party anti virus isn't blocking things, or messing with Steam, ensure VPN, proxy, or custom dns if using not causing issue, and ensure if using custom firewall isn't causing issue either.

If that doesn't work then you may be borked like I was.

1 - make sure your time and date are up-to-date
2 - disable any additional nics like hamachi or cisco etc.
These two did it for me when i booted up some old laptop i had lying around
