that is a compromised account, it is not suspended. steam does not change the avatar nor name, they only reset them to the default (avatar is a ? and the name is reset to the accounts SteamID)
and looking at your friends list, at least one other may be compromise. please tell Whale to stop advertising 3rd party sites, the account name will be getting changed, better for whale to do it before support does. and then tell Whale to do the list I have posted to make sure the account is secured.
all 3rd party sites are USE AT OWN RISK, this is one of the ways that people get their accounts compromised.
