Based on how Steam likely tracks time, this would probably mean 0.1 hours can be anything from 6-11 minutes.

Unless Steam rounds up, which I doubt is the case for legal reasons (refund policy, etc).

Yep. Or asking on the steam forums for that matter. Dividing by 10 (or literally just multiplying by 0.1) is like 3rd grade material.
