You properbly set it to never translate for that language.
You can try right-clicking on the page and select "Translate to <language>" and see if that helps.
Microsoft Edge
It's not a feature on the Steam client.
It's nice thing to have but it's far from a perfectly working option.
Funny my Microsoft Edge doesn't do that ... at least not on Steam .

There two types of Windows internet browser, there explorer, and edge. Edge is what replacing explorer. Microsoft is going to fully end all support for explorer this month as it no longer get updates.
You're asking Steam to fix Microsoft browser?
Depending on the broswer, it may detect how page goes, if it mostly in the language you're using already, it may not give that option, to fix that you just right click on text area that want to translate this is common on chrome, firefox, edge, and etc, there are addons that just automatically do it for you no matter what.
I doubt Valve has any intention to put resources towards updating web browsers that they don't manage.
OP asking for auto translation for those that write in one language, to another via blog, and forums, changing the site UI language does not do that.
