So the question is.. would you actually want it if they did. My own experience with such things has been less then stellar.
Is the android port of RoB bad?
KONAMI has become legendary for half-assing whatever they do.
The PSP port, however, is probably in some sort of backlog of games to port to PC.
Considering that they ported some of the early classicvanias (i.e. those for NES, SNES (partly), Genesis, GB, plus Haunted Castle in a separate collection) as well as the GBA castletroids to PC, I would presume the PCE, PS1, PS2, and DS games are somewhere in the pipeline for ports. (And maybe even odd entries like DXX for SNES and VK for MSX.) Who knows when they'll arrive though.

But a tardy dromaius might help you run the ful PSP Dracula X Chronicles version.
...but then they released the Advance Collection.
In light of that, I have to change my answer to, "Probably not."
Thankfully, there are plenty of morally right, if not legal ways to play Rondo of Blood that don't involve waiting for Konami to cease being a front for the Yakuza and start making games again, rather than just dealing in gambling and money laundering. We can't talk about those ways on Steam though.
