Possibly this, but a lot of these games also support a full assault gameplay.
Games like Deus Ex are built around sneaking.. however, sniper rifles are either not silenced or have a very limited ammo supply. You could in theory beat the game using only your sniper rifle though. You could beat modern Deus Ex games without any weapons at all but it looks like you want to specifically use a sniper rifle so I'm not sure if it's the right thing to suggest.
A thousand similar games are built from the same materials? On Ghost recon the developers just cheated people better?

There is a LOT of things you can do that you wouldnt expect to work, so get creative.
Its just that the game wont pretend for you that you are "a ninja".
You have to be stealth on your own.
I guess he means some games are very forgiving if you go guns blazing, which is true. Other games become almost impossible to beat that way, they even give you limited ammo to encourage stealth. Not to mention high enemy damage.
This is actually one of the ones with the least cutscenes
