as I see it the steam client provides the screenshot feature and my steam profile is independent of any specific community so I don't see these things could be considered related?
You can still upload them as artwork.

I think it's worth discussing the distinction between what is a feature of a community hub and what is a feature of a steam account, that's all. :)
Everything that's part of the profile AND tied to a specific game, is a hub feature. Distinction made.
The distinctions are very clear. As I laid them out for you, anything on the profile is a community feature, combined that with anything tied to a specific game is a hub feature.
Get a ban in the hub you lose access to all it's community hub features.
Get a community ban you lose access to EVERYTHING but your library, and the ability to purchase games for yourself.
Get an account ban and you lose access to that AND the community.

There is also the lesser account restrictions which only limit some types of purchases, or all types or purchases, but dont affect community usage, but you werent really asking about them so i didnt think to include them initially
And thats not just because I've seen how you post in hubs.
Account features are library related and should remain so, with all the restrictions laid out in the agreement as they are
Community features should remain as is, with all the restrictions laid out as is in the agreements as they are as well.
Your steam account is "not" an extension of the community features.
The line is drawn between the library tab, and the community tab

Screenshots are uploaded to be shared with some set of users — seems clear that it’d sensibly included among the various community features. Do you dispute that?
edit: at least within the context of the steam community... ofc there are caviats inolving internet security and such.
