People really need to stop blaming "your government". With very, very few exceptions (such as a government ratings board, or a third party site (in this case Steam) refusing to comply with government guidelines, e.g., age verification) they generally don't give a rats behind about a game. No. Exceptions aside, this is a publisher decision.
In this specific case it's likely a US imposed sanction that prevents publishers from releasing in certain countries. And that's not a "your government" thing, that's a "US dictating to the world" thing.

Not exactly correct.
As for not publishing in Russia and Belarus, SEGA and many other publishers decided on their own to remove purchasing for all their titles due to the ongoing conflict.
Here is a list of developers/publishers that removed titles from Steam and also turned off gifting to Russia.
Due note that Vavle did not turn off sales to those countries and the sanctions enacted were only for businesses located in those countries.
As for not publishing the game in Turkey, it could be the Turkish government not allowing it or other factors.
