Every service is having issues. This isn't a FedEx only problem.
Since Valve paid the shipping for you, they chose not to spend nearly an additional $50 for overnight shipping per unit. They are also insured in case of something happening.
If delivery has taken over the estimated time, contact Steam Support.
The up side is that FedEx is usually very good working with their customers. And when I say "customers", that doesn't mean you but Valve. If FedEx fails to deliver, they'll make it right with Valve who will in turn make it right with you. But there's a process to all of that which can add to the frustration.
Just keep working with Valve/Steam and you'll get your hands on a Deck eventually.
