Steam icon in taskbar opens a new icon instead of showing on top of the one pinned
I've tried unpinning and repinning, I've tried reinstalling, I've tried pinning, relunching, and repinning.

Windows also doesn't allow you to pin the new active window, what do I do?

:messagebottle: Did you pin a shortcut to the program rather than the program itself? Try pinning the newly-created window and removing the preëxisting one.

Please read the post.
Now I did pin the .exe file it's self, and as said I cannot pin the active window i.e. the newly created one.

You need to activate the quick launch bar by the sounds of it... I had the same issue with my browser doing this.

Right click an empty portion of the Windows taskbar. Select Toolbars in the pop-up menu. Check the Quick Launch option to enable it.

If quick launch is not there do the following to activate it:

1) Right-click an empty portion of the Windows taskbar.
2) In the pop-up menu, select Toolbars > New toolbar.
3) Once the Explorer window opens, in the address bar at the top of the window, copy and paste the following folder path:

%APPDATA%\Microsoft\Internet Explorer\Quick Launch

4) At the bottom of the Explorer window, click the Select Folder button.
5) The Quick Launch area is added to the right side of the taskbar, next to the notification area.
6) Right click an empty part of the taskbar and click unlock then you can move the quick launcher to where you want it.
7) Right click an empty part again to hide the titles and the quick launch title by unchecking Show Text and Show Title.

What was this meant to do? This didn't fix the issue all it did was add a pointless Quick Launch menu that doesn't even have steam listed in it.

You can now pin icons to quick launch that will allow multiple items of the same to open...

I assumed this is what you needed by what you said...

How do you pin things to it? Also I wanted just to add steam to my task bar, but I cant pin the active window because when I right click it, all it does is ask if I want to close or minimize it.
I right click what I want to pin and click pin to quick access or I just drag the program/game exe on top of quick launch bar and you will get a message asking to "Create link in Quick acces" and drop the icon in place.

But that's not an option when I right click the active icon on the task bar, it just asks if I want to close it, minimize it, or restore.
find the exe file that you want a short cut to in the quick launch and drag and drop it on top where quick launch is it will create an icon in there for you..

look to the right side of task bar this is default location... i unlocked my taskbar and moved mine.

The issue is whenever I click one of these short cuts steam creates a separate window, it still in fact does this from quick lunch.

This fixed it for me:

1) Unpin any steam related shortcut from the taskbar
2) Launch steam.exe
3) On the broken image task steam that is running, right click -> pin to taskbar.
4) Exit steam from tray icon and/or task manager.
5) Click on the broken pinned steam shortcut, a "shortcut not found" prompt should appear, click ok, then the pinned shortcut will be automatically removed from the pinned apps.
6) Launch steam.exe manually

The icon should be fixed now.
