Report a translation problem
What finally fixed it was:
1. Go to the microphone permissions page in settings [type 'Microphone Privacy Settings' in the search area of the start menu]
2. Click the Change button near the top and set "Microphone access to Off"
3. Close Steam
4. Go back to settings and Click the Change button near the top and set "Microphone access to On"
5. Start steam and create a chat
When I went to the chat window, my mic now had permissions, even though I didn't actually make any changes. I guess the solution to all Windows problems is turn it off and back on again.
I did change the mic input on my chat voice setting after the fact, but I don't think that helped or hurt, both inputs failed before and work now.
Hope this helps anyone with this issue.
