Can't imagine how playable that will be though.
Wireless (bt, dongle) usually gets capped at 4-6 Devices as there is a limited bandwide available.
Direct connrctions per USB.... probably depends on the System.
But if you saw a racing game with 16 Player local that probably means that that is the supported number of players in a lan on 16 different machines.
HOWEVER, games tend not to support more gamepads than 4. So before you go ahead and plug your PC full with gamepads, you should check whether the game you want to play supports that many. So it's not a case of "them" having increased the limit, it's just that game devs can build games with support for 1 player, 2, 4 (or 3), 16 or any number, really, they can build a game around.
