If the files are corrupted Steam will redownload and fix what it needs to.
Edit: BTW, you always own all the games and DLC you buy on Steam - games and DLC are bound to your account, not the your PC, so you can uninstall at any time and just reinstall.
Will my upgrades I bought still be available to me if I redownload the base game?
You can try verifying the integrity of the game files in the Property options for the game you are talking about. It might or might not help. Worst case you just have do uninstall it and download it again.
Try this first.
You uninstall the game and redownload it. Your additionally purchased DLCs will stay as long as you keep using the account the content was bought on. Games are bound to your account, not a singular PC.
You can download and install your games as often as you want.

Thanks for the ideas. I had no idea about verifying the files. I did that and all was well.
But in going to that screen I noticed a "STOP" button on the page under Ticket to Ride, so I thought I'd try that. Lo and behold it now works. There must have been a "ghost" session of it running left from a bad shut down or some related crash and restart of my computer.
