Publishers might do individual Golden week sales and the Japanese ones probably do. They also set the prices, so best to contact them if they included a game without a discount.
There is a publisher sale using the Golden Week.

The BandaiNamcoSale is the one that is confusing me. Tales of Arise was just 35 yesterday and now it's 59.99 again even thought the sale is not over.
Not all games are part of all sales. Publishers decide which games they want to include.

Wishlisting those games also helps but you need to login at least once within 48 hours.
