Wishlist stuff and you’ll find out whenever the relevant party offers a discount. Sales are ongoing year-round.
Furthermore, Steam also has rules about what games may or may not participate in certain sales events (as well as other rules about sales that publishers have to follow) -- for example, only games with appropriate theming may participate in Halloween sales.
I've noticed that they might not have the best prices for specific games, in comparison to those games going on sale at other random times of the year, but the two big semi-annual sales have the greatest number of games on sale at the same time, because they're the biggest sales events on Steam.
