Steam does have a music player that can play these things, yeah. Though usually I find it more useful to just use my own music playing program, since these soundtracks are DRM free and can be just lifted out to whatever folder you want (such as your normal music folder).
FYI games also contain the music in some sort of format that can be used by the game itself. These can't necessarily be played in the Steam Music Player, but depending on the game and the format it uses, you may be able to play it using some other program. (Some games will just leave OGG files in plain view, while others encrypt their music and make it inaccessible.)
