Either way, Rockstar is not actually known for being trustworthy, so whatever they are doing, it can't be good.
You can disable it if you don't want: Settings -> Shader Pre-Caching -> Uncheck "Enable Shader Pre-Caching"
If it actually happens to be a proper "patch" by Rockstar and yet another couple of tracks got removed due to licenses expiring, you can use downgrader mods, which also restore some the original aesthetics and details from the PS2 versions, which were for some reason missing in the PC versions of GTA3/VC/SA.
Can't wait for people giving the "definitive" UE4 ports this treatment only to get slapped by Take-Two's lawyers.
If you simply google San Andeas updates it shows all the updates. They advertise updating it again too.
Perhaps Steam could do with an update, so that the shader cache for games only using DirectX doesn't update for Windows-users.
Edit: i mentioned running linux because the vulkan shader pre-caching option is quite popular with linux users as compared to windows or mac users
I don't fully blame Rockstar here, though Rockstar also patching versions bought before the license on Rockstar's end expired is total bs. It sure is a great example of why DRM and forced updates are stupid. imagine a T2 employee coming to your home, replacing your PS3 copy of GTA4 with a new one missing some songs.
Downgrader mods and the fact, that you keep access to de-listed games so far have contained the brewing sh*tstorm. All that's needed is one greedy company pushing the envelope on this, like removing (a popular) de-listed game from people's Steam-libraries with the excuse of not having the license for some it's contents anymore. IMO, it's only a matter of time and for some reason, there will be people jumping into the crossfire in defense of these companies.
