The team from Turtle Rock made up less than 10 of the original 100+ staff who worked on Left 4 Dead 1, and they had even less involvement with the sequel. Valve were the ones mostly responsible the development of the Left 4 Dead series.
They could release a third game anytime they want, but they won't unless they can think of anything significant enough to advance the genre, or find a new piece of technology that can offer a fresh experience.

I've been playing video games since the age of 5 and until now yet have never seen any company making anything close to what Valve did. You can literally count those who did something special on your fingers.
AAA companies and indies all are just making games boring and repetitive. Some of them get away with a "good" story script which takes them out of the mud.
I'm not saying you HAVE to have new unique mechanics like valve did to have a good game. My point is that it's difficult to have a good story, unique game-play, special and smooth experience, fun, straight to the point, mid difficulty all combined in one game.
Not to mention all Valve games are really old now yet they still have that special spark to them.
