your friend can restore the game at anytime they wish.
Regardless your refund should go through as the purchaser of the gift game.
When the receiver doesnt instigate the refund from their end there is a time frame where it is automatically refunded back to you.

I have done my own refunds before (not as gifts) and it took about 5 hours to receive my money to my Steam Wallet but I have yet to receive money to my Steam Wallet for this and it's been a couple days since my friend and I started the refunding process.
Scenario 1: he didn't redeem the game at all (meaning he didn't install it, therefore can't uninstall or "delete" it) and you, the buyer/gifter initiate the refund
Scenario 2: he did accept the gift, installed it and played LESS THAN 2 HOURS, then uninstalled and "deleted" the game. He will need to initiate the refund since he accepted the gift.
As already stated, games are never permanently deleted but just really, really hidden. He MIGHT have to restore it, which is an automatic process through the support pages much the same way the "permanent delete" works.
I would think your friend is in need of technical help regarding this. When you ask him "did you refund it?" he might just as well equal that to "yep, uninstalled it and it's gone permanently!". Words have different meaning for different people
1. He redeemed the gift
2. He installed the game
3. He joined my lobby for like 2 minutes and didn't want to play
4. After asking for a refund, steam support said, "Now you can let the original gift purchaser know they can request a refund through the Support site".
5. I then requested a Refund
6. I guess he thought it was to automatically take it off his Steam Library or something because he kept going, I'll copy and paste what we said from Discord

that's just weird... no indication that you did anything, i just had to find that specific purchase and do a regular refund so idk if it works or not but it's "pending" so maybe they have to do it manually, idk

bro... i think what you just did was delete it and now i can't get a refund for it
So I'm asking if that mattered which it appears it doesn't since nothing is actually deleted from deleting that, in which case kudos to Wolf Knight for hitting the nail on the head with my issue because regardless what happens after that, it's not because of this particular issue.

The license is still attached to the Steam account and the Steam user can always get the game back by going to the Steam Support self-help wizard, doing a search for the game name, and select the category "It's not in my library" to unhide it and be able to download and play it again. If your friend tried to buy the game himself, the store would tell him that he already owns it (because the license is still attached to his account) and ask him if he wants to return it to his library.
However, I have never heard of anyone doing this before, so I can't point you to a post from someone who got a refund from a game that was "permanently deleted." I wonder why your friend did that. You could ask him to unhide it.
Check to make sure that your refund ticket is still open. There have been several posts in the forums from people who found out that their accounts were compromised because the hijacker automatically closed all Steam Support tickets.
Also, if you or your friend have made changes to things like the email address associated with your Steam account, that delays refunds for 3 days in case the change was made by a hijacker who then is trying to get money by refunding recent purchases. The 3 days gives the account owner time to recover the hijacked account.
