Unknown artifacts appearing while hovering over buttons and achievements

First time this has appeared. Wondering if anyone else has heard of or seen something like it, and why this might be happening?

It's only happening within the Steam client, which is why I think it is a Steam bug and not my graphics card.

Nope. Not an issue for me in Steam Client (Stable).
I can hover over buttons, screenshots, achievements, trading cards, game summary- all of it, w/o any artifacting.
Are you using the Stable Client, or Beta Client?

I've sometimes noticed small pixelated glitches, when using GPU drivers that are not ideal for a specific card, but I've always managed to solve that by using other driver versions.

GPU could be fine, but may be working better with other driver version. The newest versions of drivers aren't always the most stable, and do not always have to work well with older cards.

I have no idea what else it could be.
