There rarely is a need to have two separate locations on the same drive. For my own case where I have two separate locations, it's a case of putting games onto a drive which might be faster or has more space. The actual location on that drive is almost irrelevant, as long as Steam knows where it is. In other words, the functionality is really suited to swap games between *drives*. I guess that makes the "Steam Library Folders" wording somewhat misleading.
On the other hand, I'm aware that sometimes mods work better if they are outside the Windows Program Files folder. One thing you might try is setting a junction for the game folder in steamapps to a separate folder outside of Program Files ... if that is indeed the reason why you would like a separate folder on the same drive?

-Steam Installation Path: D:\Programas\ Steam
If you notice it is the same hard drive "D:" but as I tell you when I put it to the test in steam itself it does not work
