Can I appear offline to just 1 individual?

You could just go invisible from chat and friends click the arrow next to your name. It doesnt stop you from talking to other friends while invisible.

I think if you block them then you appear offline whenever they try to check you.

Note that the method I mentioned isn't airtight. A determined stalker can just sign out of Steam (or use a browser that's not signed into Steam, or even just use Private/Incognito Browsing) to check your profile. So just be aware of that.

This isn't to say it isn't useful, though. Since they won't notice it easily.
