Adding DLC bought elsewhere to steam game.
I bought a DLC from somewhere else for a game I already bought on steam. Is there any way to bring the DLC over?

No. Not unless you bought it as a steam key (e.g. on fanatical. humblebundle or greenmangaming).

Usually not, but there are exceptions. Bethesda DLC for example you can just drop in the data folder like any other mod. You won't have ownership of that DLC on Steam but you can still use it.

I've done it myself in the past and recently read someone on the Grim Dawn forums combining the dlc and game between here and GOG. Best bet is ask in the games forum and see if anyone knows where the dlc content folders are/go etc. and check if the dlc content you have matches up and put it where Steam expects it to be.
