Yes. A Steam account may authorize Family Library Sharing on up to 5 accounts and on up to 10 devices in a 90 day period. This includes accounts/devices that you have cancelled sharing with in that same time period.

i have 4 devices, as a single person capable of running Steam. but realistically i primarily run games on only 1... sometimes 2.
i think even with a family of 5 people it would be unlikely there are 10 devices people are legitimately using and playing games regularly on.
i mean. possible. but. also. kinda like. 10 devices is more than enough!
