What are the rules to sell game things (like skins) on market without steam guard? At the moment i can sell one thing per day, for the next one i need to wait 2 weeks before it gets to the boards. I remember, it was the time when you can sell everything less than 1$ without confirmation. What happened?

It depends on the median sell prices for the items you are selling.
There is no way to know how many listings will set off the cooldown since Valve didn't release such information. And the cooldown apparently varies from account to account but the cooldown is a full 24 hours.

"What happened"? Scams, phishing, the works. Rules are made because people screw up, since the dawn of time.

SteamGuard is mandatory to be able to access the market.
You will get a 15 day hold for every listing and trade though.

You can change that by setting up the Steam Mobile Authenticator and have it active for at least 7 consecutive days.

Steam Guard doesn't work on some phones. So "mandatory" part is sort of a mockery

I mean Steam doesn't run on some PC's. Those PC's just don't meet the requirements to run Steam. That's an issue with the PC, not Steam though.

And I'd say the same is true for the phones you're referencing. I mean are they just so old they can't run the software? Or what. Sounds like an issue with dated or non-standard hardware to me. Complaining that you don't meet the requirements might not be a problem Valve needs to solve for you.

my phone meets the requirements, steam running perfectly, but there is a weird error during enabling Steam Guard "session key is missing". This happens while obtaining a call from steam service. Support doesn't know how to resolve it.
