How do I change the language of Steam Support emails
Years ago my Steam account was hacked (I later found out that there was a data breach at Steam and since I rarely ever logged into my account my old password was in the breached data). I some how recovered control of my Steam account (can't remember exactly how I did it only that the process was awful). In any case, now I receive e-mail from Steam Support but it looks to be in Russian or some other eastern European language. I can't figure out how to change that. My language preference is "English" in the settings for my account so presumably there's a different way to change the e-mail language. I tried translated everything in the email to see if there's a link in the email to change language preference but I couldn't find anything. I also cannot figure out how to contact Steam support. I tried support@steampowered.com but that came back with "This email address is no longer monitored... blah blah blah". I cannot find a link or button anywhere on this site that looks like a way to contact support of any kind. It's super bizarre. How can a company exist which seemingly has zero support?

Are the emails addressed to your Steam account login name (not your email address or profile name)? If not, then they are not actually from Steam Support.

What currency do you see for items in the Steam Community Market? https://steamcommunity.com/market/search?appid=730 If you see rubles instead of US dollars, my guess would be that the hijacker (or the one that the hijacker sold it to) added money to your account or bought a game with your account which updated your store region to Russia.

If you haven't made a purchase since you recovered your account (that would be made with a payment method using US dollars and so would change your store region back to the US again), that might be the reason why.

You can contact support by clicking the small Help near the top left of the Steam Client or the large SUPPORT near the top right of the Steam website, select Support, and (for this issue), select My Account, scroll down to select Data Related to Your Steam Account, scroll down to the very bottom to Have an account data or deletion of data question? and select Contact Steam Support https://help.steampowered.com/en/wizard/HelpAccountDataQuestion

Under "Please provide details about the issue you are having" tell them that you need them to change whatever needs to be changed on your account so that you get emails from Steam in English again. You might get a copy-paste response in Russian based on a quick scan for a key word in what you wrote, if so, just reply to the response and that will get someone to take a closer look at your ticket.

There is nothing to fix.

This is the result of an account theft, not normal operation.

Every since yesterday when I bought a new game off steam website on my Phone, my emails had been changed to a Russian looking language after some time I changed my password because I got a email saying that my refund request was submitted (had to translate the email) I quickly declined the refund and changed password and ever since my emails have been in a different language and I don't know how to get it back to English.

THe last time there was a data breach on Steam's end was nearly a decade ago, OP.
So, that seems weird that you waited this long to complain.
