is seizure artwork allowed or should it be reported?
found someone in a match of tf2 whose profile has 2 artworks displayed that are basically just blinking lights, one of them is literally named "hurt your eyes ♥♥♥♥♥" and the second one is a gif of a skeleton with the background also blinking intensely
should i report the artwork?

It would appear despite one person mentioning inappropriate behaviour which i feel just does not cover it that mind altering images are not off the cards under these guidelines.
I only bring this up as there would have to be a reasonable expectation the uploader would even know what that is from an experience level to be able to discern whether or not a warning should be issued.
OP's post highlights a worthy topic that steam should consider adding to its guidelines.

Is it potentially harmful? Yes. That is inappropriate.
