As a home user, chances are they've got Windows 7 Home which isn't eligible for extended support. Even if they do have Pro, it would still make more sense to purchase a newer version of Windows now. Otherwise they've got purchase the extend support for just less than a year, and then spend more money to upgrade their OS when it's no longer supported.
Chrome, Steam and Microsoft still have support for Win7
Unless someone can link to where Steam has ended support, there is no reason to assume they have. They ended support for XP and Vista in 2019, but have not stopped support for Win7.

Though, considering less than 5% of Steam users still use anything under Win10 or Win11, it is probably time to start thinking about making the switch.
Consumers do not have access to ESU support for Windows 7. You must be a Premier Support to get that and then you have to pay ever increasing escalating fees per license to get support. In fact this year the support for ESU is $200 per computer
No one running Steam has Corporate level Premier Support (which again is a corporate only level support plan and is stupendously expensive) and is paying $200 for support on top of that.
That is the only issue have been for months after that there is nothing as you are dealing. So my assumptions lead to be particularly to you.
Maybe not about operating system but something else like another program or viruses or maybe just your connection router.
also dont listen to the people talking about win 7 being "unsupported" that has nothing to do with the topic or anything related, keep using win 7 as long as you want, win 7 is much better than either win 10 or 11.
