Report a translation problem
Undo the chargeback, and work with Steam Support which will take 1-4 days for them to go over a refund request. Doing chargebacks is NOT acceptable and violates your agreement with Valve. Though now, they may deny you from doing refunds for stealing from them instead of properly going through the proper refund request process.
If you're not receiving anything after 1-2 weeks, then chances are your e-mail provider is blocking incoming email from steam support, or your account is compromised and from the compromised account, someone or something is automatically closing your tickets.
That message is notoriously poorly worded and misleading, thus the confusion.
Make no mistake about it, Steam is NOT giving you a free pass on this.

Yeah, so, they always just send me an automated message without any actual agent interaction. I tried again and again and no one responded. Theh didn't respond when I reached out through BBB and they didn't even respond to PAYPAL for over a month!! What the heck am I supposed to do?
I did go through the appropriate request functions and they were no help whatsoever. They didn't even bother to respond to ANY of the statements, questions, or considerations I mentioned. Just emails that said..
"No"
Also, I didn't steal from them? They took back the game and I don't have it anymore. If they took back the game, (which I played for 1 hrs. BTW and same-day requested refund)
Its stealing for me to lose access to my account with $2,000 of content over 15 years over 1 dispute that they wouldn't even take the time to respond to PAYPAL!
So you're saying that after tomorrow I will lose my account.

I already did contact them... I'm waiting to hear back. In the meantime, I was looking for someone who could tell me what the notice meant. Of course followed their format in the interim. But, their support system may be the worst of any company I've ever dealt with.
I'm curious what was it that you initiated the charge-back for and have you done this before?
So what did go wrong? How did you pay? What purchase did you solve with paypal?
What was your support ticket saying?
They took the game from you because you reverted the payment outside of the normal way.
if you would do that on Shops like amazon they would do the same.....and maybe more....

I tried to request a refund through steam three times. Each time it said "playtime exceeded 2 hours." This, of course, was not true. So I tried to explain, to which I received an automated rejection message. Then again, I tried, to which I received an automated rejection message.
Then I filed with the BB , to which steam didn't respond to long enough that BBB closed out the claim and said sorry.
To which I asked PayPal to reach out. steam didn't respond to PayPal for 4 weeks, so PayPal reversed the purchase.
Now steam hasn't responded to me reaching out about my account which is suspended.
You get 1 answer, if you keep trying you'll get the same answer unless selecting the correct human-review category, and attempting too frequently or too many times can result in a temporary or permanent ban from making support tickets.
-No one takes the BBB seriously, they're useless.
-They don't need to respond to paypal, you're being held to your legal agreement with Valve.
Then "No" is the answer as you exceed the time for a refund, the end. It's up to you to utilize the refund policy within the allotted time, after that you're not able to get a refund unless you select "I have a question about this purchase" which is a human review, of which they can still use a copy/paste message.
They tend to revoke your license when you do a charge back, but that's you reaching into the till to forcefully get your money back, of which also incurs a fee/fine/penalty towards Valve, for you utilizing Paypal incorrectly while violating your agreement with Valve, to forcefully get money back. All you had to do was be within 2 hours, 2 weeks. 1 Hour but well over 2 weeks means you do not qualify, unless a human reviewer gives a courtesy, to refund it.
Nope, it's them holding you accountable. You violated the agreement, you abused the process, you have consequences. Whatever they choose that to be, which is likely a permanently banned payment method and a temporary account lock. I'm told they no longer do permanent account locks, if that's the case, you'll still have access to whatever remains usable on your account. Don't be surprised if you get banned from making refund requests, though.
One does not do a chargeback while "waiting to hear from them", now it's their discretion what to do with your account, and they can even refuse to give you any support for basically committing theft and causing them a wrongful penalty for a user that simply didn't accept the "No".
Free to play weekends count toward total playtime.
Family share counts toward total play time.
Offline time still counts toward total play time.
Any demo time with the same package still counts as total play time.
