Just because you bought it there does not mean that it cant have restrictions...
Secondly contact Humble support regarding the key you bought as it is maybe limited to certain countries regarding downloading, even though you were able to activate on your account.
The version you see in the store is the version you can purchase but you bought a key from Humble which according to the message is restricted in your country.
Now if I'm not mistaken region restricted games that able redeem/claim via account would have issue resolved in 90 days if I remember correctly.

Per Aspera
It looks like the 2 Borderlands games have more region restrictions than Per Aspra. So I'm guess that's why you can play the other games with no issues.
