Can be but it's not advisable if you intend to be logging in to any account. Whilst the cafes are supposed to reset the computers between users you never know if they have. Previous user or someone that works at the cafe could have installed a key logger or something.

Personally, I'd rather use a VPN on my phone and use any free wifi that's available.

The games in the Internet cafes are all installed on DVDs?

More like installed from DVDs. Nothing stops someone having more on a DVD than just a game.

Like I said recommended NOT to login to any account. No email, no banks, No Steam or anywhere else. Doing so is at your own risk.
