Majority of it would most likely be in steamapps.
The majority of that will be in Steam> steamapps > common.
Even if the majority of those game are uninstalled, if they have savegames stored in that folder, that can use a good bit of space.
My Steam folder shows just over 153 GB, 152 GB in steamapps, 150 GB of that is in steamapps> common. I have 33 games/tools/OSTs installed.
Some of those games have huge savegames with hundreds of hours on each save- meaning they take up a good bit of space on my SSD.
It's really not too complicated to open the folder up and see what is using the space by hovering over different subfolders.
You can delete old saves for games you'll never play again- but don't come back complaining that the saves are gone if you choose to do so and then decide to play the game again someday.
