In theory yeah. Assuming you can buy the game in your region of course. May take time for the refund. Though usually not long it it goes to your wallet instead of a card.
Can't say I've tried it myself as I'm careful not to use non UK servers for that very reason. Feel free to wait for someone else to verify it.

Not really because it you used a VPN to get it at a cheaper price you'd only get the same you spent back. Not like buying a game that is $10 from another region when it's $20 where you are and refunding it to get $20. You'd have spent $10 and so you'd get $10 back.
So something sounds fishy, or you didn't buy the game off steam.
Also since you live in Korea per your profile you just admitted to years of region fraud,
Valve does because deliberately masking your location in order to buy games that are restricted purchases in your country means Valve is breaking the law. Then there is the possibility of doing so to buy games at a cheaper price.
EDIT: Honestly didn't know about the changes back in July 2020. Wasn't paying much attention back then.
@brian9824 thanks for the update. Won't worry when I connect to a UK server and Steam and/or other sites think it's a non UK server and I disconnect/reconnect.
Again turning on a VPN doesn't change your store region and it hasn't for a while. The only way to change your region is to use a payment method from that region. It was changed back in July 2020.
