You are in the US, right? Various states have started to collect sales tax from the vendors, instead of waiting for you to declare your purchases -- which, apparently, very few people ever did.
So, "it started" when this became a requirement in your state.
But yeah, some tax ruling from the 1960's was used as justification for not collecting sales tax on internet sales. That was challenged in court and the court case was decided and a bunch of states had laws in the hopper to start collecting that revenue from our 25 year sales tax holiday.
Of course some people like to start caterwauling about it, and I like to mention they were almost certainly required to pay use tax on most of their online purchases anyway, but something like 98% of people don't which sort of highlights the issue for states and all that lost tax revenue.
Now the only thing that remains to be seen is if you understand and accept the situation, or if you're going to fly off the handle about taxes. I can't wait to see.
