ACH is bullcrap, it's also how transactions are currently handled. Valve is a United States based company, so they are beholden to these bullcrap, bizarre financial constraints.

This is one of the stupidest statements I've ever heard. SO someone hacks your steam account where they have NO ACCESS to your full credit card / bank info yet they are somehow going to refund your credit card / bank account and use that money on the " market " ummm ok .....
OH NO someone hacks your steam account and refunds games and buys you more games OH NO so when you finally get your account back you have new games to play or steam credit in your wallet. OH NO !!!!!

Credit cards can’t
Scammers are not buying games
They’re buying expensive items on the market and reselling
Market transactions are NON REFUNDABLE
That is one reason when wallet refunds take longer since they can be used as a non reversible way to extract funds and value
Except not really, Steam is one of the easiest places to get a refund ive ever seen provided you arent abusing it to demo or something.
If approved you be notified about it.
- If back to credit card, or bank transfer can take 2 - 90 days to be refunded depening whom you're with for service that process the transaction for incoming, and out going. Support can help, other than inform you that it's refunded, the issue will be the service you're using that need to look into it either if with credit card company you contact them for help, if bank transfer, you contact them for help, but Steam can't help beyond telling you it was sent, and that's about it.
- If back to Steam wait, normally after 24hrs of approval, or upwards of 7 days, base on the system, if exceeding 7 days then you contact support for assistance, and look into resolving it, as this be in Steam support control.
