Most games have in-game report functions, so utilise them. If the developers don't take action, that's their choice. It's their game and they decide how they want to handle cheating.

Because people are gullible, and unable to determine true from false.
Possibly, they cheat on servers where they are allowed to cheat on. A video or stream that you can see, can withhold information. They could be doing it just to attract attention, or it could be a fake video, or an edited video, or whatever.

A video is no proof any more, if it ever was. Not in 2021. There are "deep fakes", which appear very real, but are as fake as they get. You can't trust what you see.
There are many potential scenarios imaginable, where they could be causing innocent people to be punished for something they did not do.

what are you expecting to happen? are you expecting a ban to completely block the account from playing any games? that is not going to happen. a game developer may if they wish set their servers to block accounts that have a game/vac ban, but that is up to the game developer to do.

you report the player in game or thru the system that the game developer has set up. steam support has no way of accessing the games data so they have no power over game bans. steam support only assists with account and billing issues, not game bans.

if developers are not able to provide honest players with fair competition, I want players who play dishonestly to not be able to play a game in which they got caught playing dishonestly!

And “dishonest” is rather a broad-brush choice of language.
