Possibly, they cheat on servers where they are allowed to cheat on. A video or stream that you can see, can withhold information. They could be doing it just to attract attention, or it could be a fake video, or an edited video, or whatever.
A video is no proof any more, if it ever was. Not in 2021. There are "deep fakes", which appear very real, but are as fake as they get. You can't trust what you see.
There are many potential scenarios imaginable, where they could be causing innocent people to be punished for something they did not do.

What's your point? You posting their information does nothing.
you report the player in game or thru the system that the game developer has set up. steam support has no way of accessing the games data so they have no power over game bans. steam support only assists with account and billing issues, not game bans.
if developers are not able to provide honest players with fair competition, I want players who play dishonestly to not be able to play a game in which they got caught playing dishonestly!
or do you think that there is no need to fight against dishonest players?
