So this might well be something that only affects certain legacy AMD products.

Yes, do not disable it. If AMD put it there is for a reason.
I don't have any Ryzen, I actually have Intel and then the GPU is AMD based, so I don't know.
It's normally only there to manage whether an application can enable Freesync or not - i.e. to detect whether it has gone fullscreen. And even then, it's only necessary for some games - presumably those that initialize fullscreen mode in legacy ways.
In fact; for some games on Steam you have to disable it, because some of what it does breaks the SteamInput API and renders your controller (partially) unusable.
