steam is showing ou what your dl are in MB not Mb

You are going to have to show screenshots to prove you know the difference between MB/s and mbps they aren't the same.
And by default all speedtests show mbps, and Steam shows MB/s.
You are fighting the uphill battle of all the people who came before you that didn't know the difference between bits and bytes and the lower case mbps is bits, and upper-case is bytes.
Also doesn't help that the ratio you are out is in the ballpark for being wrong about that. If you've checked the box to make Steam show bits instead of bytes then you'd be seeing things in the same terms.
The next suggestion would be to change your download region. You'll sometimes get much better download speeds even from much further away download regions.
Speedtest: 330 Megabits
Steam: 30 Megabytes per second = 240 Megabits per second.
Steams default setting is in Megabytes per second.
If the box was checked for Megabytes per second why are you reporting Steams DL speed in Megabits? Seems silly.
Show a screenshot, change the DL region if you're running at 3.75 Megabytes per second aka 30 Megabits per second
