What entitles a game to be on Geforce Experience ?
I know people hate it , but i am always curious to match how i set a game up as to them .

I made a slight edit.

some developers like Ubisoft did removed their games from geforce NOW but Allowed Nvidia to bring it back later , so yeah there is still a bit of hope that other does the same.

With Valve teaming up with Nvidia on Steam Cloud Play, there is hope that more game devs will be coaxed by both to have their titles available on GFN.

Do developers have to pay money to NVidia ?

No. It is a free service for them. We pay for the non-free tier.

the free version is more of a demo , 1 hour limit per session and if there is too many peoples you get put in a queu which can be a few hours during peak times.

if you pay you're put on a priority lane over free users and also have access to the RTX hardwares features for the game that can use it.
