ONLY the user requesting an actual refund through the Steam system gets a REFUND that is not fraudulent.
What you have described, however, is called a CHARGE-BACK, where the user takes their credit card and denies the purchase, removing money from Steam, and that's why there's 'fraudulent' attached to this transaction for you.
Because someone - your dad, presumably - saw charges on their card, and REVOKED them.
Steam had nothing to do with this process. That's why they are demanding you given them satisfaction for this. Money was given to them, for these cases, and then TAKEN BACK by you/your dad/whoever.
They are owed that money. It was not "refunded", it was TAKEN BACK by you/your dad. There is a massive legal difference between these things.
And again also: this is between you, your dad, your dad's bank, and steam support. All we can do is point out that you lying about what happened is only fooling you at this point. You did not get some mysterious refund. The funds were REVOKED purposefully, and that makes Steam mad. As it should, because it's fraud.
Steam Support has reason to believe your account has been used for fraudulent activity.
Fraudulent activity is when the Steam Terms of Service Agreement has been violated or criminal activity was attempted. This can include using (or attempting to use) a stolen credit card, knowingly distributing stolen items or games, stealing other accounts or profiting from hijacked/stolen accounts.
We take the safety of all Steam accounts seriously, including yours, so your account will be restricted until we've heard from you. Purchasing, gifting, trading, buying and selling items on the Community Market, and cd-key activation have been disabled. Please contact Steam Support and work with us to restore these account features.

Please note that the following purchases were suspected to be fraudulent and have been refunded:'' That is WORD FOR WORD what steam sent me. Like I said, think what you want, and be ignorant. You'll only be hurting your own simple minded selves.
Steam doesn't refund cases, they only do such things if they get the message that it's unauthorised. So either it's a chargeback or the bank did something to flag the card/purchase.
Since your fathers card is involved, it needs to be sorted out through him (likely). You and your father should contact the bank to see what happened and you need to stay in touch with Steam support about this.

Are your tickets being closed? If yes, a hacker has access to your account and is closing them. If they're still open, just wait for them to respond. Don't mess around with the bank stuff until steam support told you what to do, because you're probably just digging a deeper hole. Just wait for support to answer.
