"Discussion" - differing opinions stated and not subject to affirmation by another.
Oddly your comment is about requiring affirmation to participate in a discussion.
I agree it should not be filtered on the spanish forum but it requires for it to be filtered on the english forums or some will use it in a different context and claim "no it means deny".
Contact Steam Support and ask if it can not be filtered on the spanish forum.
I think it's more reasonable to just ban the people who are clearly misusing the word rather than telling an entire group of people they have to change their own language. What a ♥♥♥♥♥♥ thing to say.
That word can't be used in the example the OP made, it has a different meaning.

Yeah. although synonims they're not conveying the same idea. Using any of those words as synonims od 'deny' is sure to raise some eyebrows.
The filter also affects other parts of the Steam community, like the Steam chat, where we cannot measure the extention of its use.
And as a spanish speaker I can tell you it's a fairly frequent word. Which makes obnoxious using synonims.
I've suggested the wordfilter could have a usage counter so we could know up to what extent a certain filter is useful or even triggered. To weight the cases where a specific filter does more harm than good.
