--For future reference if this happens to anyone--
I made sure everything was up-to-date and still the problem persisted, so this was not the problem. I opened up one of my games and watched the mouse cursor start to move again on its own. I decided to unplug my two game controllers from the USB ports on my computer and the mouse cursor stopped moving! Something happened with the last update that changed something in my controller configurations. I will be uninstalling/reinstalling to see if this fixes it, but at least unplugging the controllers will fix the issue. Thank you, Bee for your help!
A quick solution I found was to activate my InputMapper I have in my PC and this stopped the 'ghost' movements of my mouse.
Obviously if there is a better solution I am all ears.
