If you have custom firewall, ensure that not blocking things.
If have anti virus, ensure it not hooking into everything to cause issues, as well not false positive quarantine files, or that it deleting files because it detection was wrong.
If using software to mess with connection may be issue, could even corrupt files.
Using VPN/Proxy might cause connection problems if they're blocking something, using private unknown DNS service may also cause issue.
For downloading can try changing download region to another country, like Canada, or etc via Steam download settings.
If Steam client files having issues, may need to redownload client, to do this, visit where you install Steam, go into the folder, delete everything except for "Steamapp" folder and "steam.exe" file, then run steam.exe it will redownload client.
