They have public profiles but I can't even view their description or comment on people's accounts.

They probably have comments off, or to friends only in the privacy settings.

I can't even comment on my friends profile or view their descriptions. Like everything is locked for me despite their account being public.

Nope this is the cleanest account. This happens to me like once in awhile and I'm not sure why

The client works but not the browser for some reason. I use the browser to trade and etc

What browser? Try google chrome if you're not using that already. If not, then sorry I'm not sure how to help, but I'm sure someone else can see and help you out.

Can you try logging in again on an incognito tab on your web browser and try again?

This could just be some extension interference, or hell, even a cache issue for all I can assume.

Ideally, try another web browser as well.

If person blocked you, you won't be able to comment on that person profile. Yes they can block you, and remain friend with you.

If there a cache issue, try deleting cache, and cookies, then check again. If using broswer extension that mess with the interface of the page, that may cause problems.
