Say that i bought csgo skins forexample from a third party site, then dont return them and the site sends a report to valve on my account. What severity would that be?
If you don't want your account to ever be put at risk, avoid all sites like that and stick to using everything contained within the Steam platform where everything is traced and protected. Those sites can harm you a lot worse that you can hurt them.
Why would you want to return them after you bought them anyway?
as far as valve is concerned, what is in your inventory is your stuff. once it enters the inventory, the previous owner has no claim to it. i would suggest not worrying about it and get your credit card replaced.
Never use anything like this again and whatever arrangement you have now or in the future, you'd better pray you can come out of it clean. If so, distance yourself from them at all costs.

Change your Email’s password on your computer for safety
