Short answer, it doesn't do it retroactively.
VAC automatically checks everytime you connect to a VAC enabled server.
Silly question but if I go on a vac - enabled server will it detect cheats on other servers of other games that may have been used and apply a vac ban ?
There are exceptions - many of the older Valve games are connected and a ban in one will get a ban in all of them.
Remember that ALL SERVERS are vac-enabled by default, if a game has Vac on it at all.
Nothing you or anyone else will let you know if VAC detected cheats and is going to apply a ban. Bans can be delayed by days, weeks and even months. You'll just have to live with that uncertainty
