Steam does not decide what is released on Steam. Developers do. You will have to contact the developer if you want it to be released here, even though they may still ignore your request.

Microsoft would have to make that decision
technically it is on steam
case 1 - tf2 hat
case 2 - non steam game windows store app - use steam to launch and play it

1. How would mojang profit on this if minecraft is already a popular game.
2. I advise you to work on your grammar.
3. Minecraft is already very popular so it doesn't need to be on steam.
4. if you're so determined to have minecraft on steam, just add minecraft to your steam library as a custom game.
5. Why the f*ck would mojang read this?

They make enough money to be on their own, no reason to come to Steam and give them a cut of the profits.
I remember some games, they said they would never come to Steam, when things go bad, games are about to shut down, there is Steam as a (often) last resort.
For everything else, ask Mojang,

2. My grammers fine
3. If minecraft is on steam it would be more popular then csgo which is a game that has been on steam for years

Billions of times per day is a pretty hefty exaggaraion, you know, but you are right, the game is already hugely successful and people buy it from MoJangs own store, where they get all the money. Putting it on Steam, where Valve gets up to 30% of that money probably does not seem like a necessary step to MoJang.

This is pretty much the reason why Minecraft wont come to Steam, just imagine those individuals spamming like this.

All parties involved are aware Steam exists. They've made the choice not to put it on Steam. That decision is deliberate and informed. And while I'm sure the game would sell well on Steam, it's already so successful and well known despite not being on Steam I think the incentive to add Steam features and take a 20% revenue loss on sales makes the proposition less attractive than you imagine.
