Are there still Mini-Profile Backgrounds in the Points Shop?
If yes, how do I find them? In the background section are only Animated profile backgrounds, animated mini-profile backgrounds and still profile backgrounds.

No. Only animated mini-profile backgrounds.

There a few that have a minimal amount of animation. For instance, this mushroom cloud one is nearly still aside from a small portion of it:

yeah, only animated ones but some are not animated much
